求解关于App的疑惑

翻魔法大典找到这样一句话，在黑箱术里这样写的 “根据 KP 裁定，0点以下的 APP 会让目击者失去理智值。” 是不是说明 App有0点以下，且0点以下的App会让目击者吓的失去理智值。
